Parsing real values depends on machine's number format


On my machine with German number format (Decimal symbol ",", digit grouping symbol ".") set in Windows, xBIM doesn't correctly parse real values as it ignores the decimal points. When I change the number format in Windows, the values are parsed correctly.
My understanding is that English number format should be expected in all IFC files.
Problem is, C# takes the number format from Windows. The fix should be as simple as adding CultureInfo.InvariantCulture to the Convert.ToDouble() calls in XBIM.IO/Parser/PropertyValue.cs!?
(Unfortunately, I haven't been able to test this as my test program isn't happy with the Xbim.IO.dll that I've built.)
